Higher limits, higher competitiveness – higher risks

At the political level, efforts are currently underway in Switzerland to increase the limit values for mobile phone installations and high-voltage power lines. Switzerland’s competitiveness is at the forefront of this.

It is undisputed: radiation from mobile phones can cause cancer (WHO) (see also report by diagnose-funk.org). Despite this, the preliminary committee in the National Council apparently wants to increase radiation exposure. If the motion is passed in the National Council in April or June with the majority of the pre-advisory committee, this will probably lead to an increase in the limit values, as this is precisely what the Federal Council considered in its report. With Regula Rytz, Greens, and Thomas Hardegger, SP, only two National Councillors voted against this motion.

Raise limit values

The press release of 2 February states: “After the Committee for Transport and Telecommunications NR (KVF) decided at its meeting in January to submit two committee motions on the further development and modernization of mobile radio networks, it has now decided on their exact wording. By 23 votes to 2, it passed a motion to raise the installation limit for mobile radio installations, simplify the enforcement tools and the definition of installations, and set up and finance NIR monitoring.”

Simplify the approval process for mobile phone antennas

A Commission postulate (also 23 votes to 2) should also instruct the Federal Council to examine which measures can be used to simplify and speed up building permit procedures for mobile phone antennas. In the eyes of the Commission majority, the conditions and approval procedures, which are restrictive in international comparison, must be relaxed so that the development of mobile networks in line with demand can also be ensured in the future. A minority fears a reduction in health protection due to increased radiation exposure and therefore requests that the motion be rejected.

Focus on competitiveness

As justification for their motion, the politicians focus on the competitiveness of Switzerland as a business location: “… Good mobile coverage and access to the mobile Internet are valued by the population and are essential for the economy. The outstanding quality of mobile telephony by international standards is an important competitive factor for Switzerland. This top position can only be secured with the ongoing expansion of mobile networks in Switzerland …”

Federal Council decides to amend the NIS Ordinance

On 23 March, the Federal Council amended the Ordinance on Protection against Non-Ionizing Radiation (NISV) in line with a ruling by the Federal Supreme Court. It found that the radiation from old high-voltage lines was less strictly limited than that from new installations. In the case of certain conversions or operational changes, old installations must now comply with stricter precautionary emission limits than before. The Federal Council has decided to bring the amended NIRV into force on July 1, 2016. It also specifies provisions for limiting emissions from high-voltage power lines, electrical substations and railroad installations. Finally, the provisions on domestic electrical installations are reduced to the basics. For the technical details, reference is now made to the low-voltage installation standard.

“Lying through your teeth”

Critical of this amendment to the ordinance is Hans-U. Jakob, President of Gigaherz.ch, the Swiss interest group of people affected by electrosmog: “The amendment to the NISV the Federal Council has tricked the Federal Supreme Court and thus all residents of high-voltage lines in need of renovation in the most deceitful way.” The amended ordinance probably states in Annex 1, point 17: Modified old installations (= lines) must comply with the installation limit value (1 microtesla) in the relevant operating state in places with sensitive use. However, this passage only applies if this is possible through phase optimization (different arrangement of the conductor cables). However, according to Hans-U. Jakob according to the amended ordinance expressly not if the only effective type of remediation for high-voltage overhead lines of 220 kV and higher would be the relocation of the line or its underground cabling to comply with the magnetic field limit value of 1 microtesla. With the justification: Economically unviable or technically unfeasible. “Both of which are blatant lies,” says Hans-U. Jakob.

Generate a harmonic oscillation field
Do you want to protect yourself from high-frequency radiation and electrosmog?
