5G: When the “controls” become a farce

Trust is good – control is better, or rather would be better if it could be carried out properly. Two cases from the Swiss cantons of Zurich and Schwyz point to shortcomings in the inspection of mobile phone installations.

The canton of Zurich has published its Environmental Report 2022. According to a contribution from the umbrella organization Elektrosmog Schweiz und Liechtenstein, it also includes a section on mobile phone radiation. Compliance with radiation limits and strict controls are defined as objectives. The authorities’ self-assessment is green, “target achieved”. “Once again, the authorities are ignoring the fact that they have no access to the current operation of a mobile phone antenna and are therefore unable to carry out unannounced inspections. The example of the Canton of Zurich’s Office for Waste, Water, Energy and Air (AWEL) is no exception,” the umbrella organization criticizes in its report. Martin Zahnd, board member of diagnose:funk Switzerland, therefore wrote a letter to the responsible government councillor Neukom to draw his attention to this grievance. The responsible department head Gessler replied as follows:

As described in the environmental report, a comparison of the approved operating parameters with the actual operating parameters of a mobile radio installation can be used to check whether it is operating within the approved framework. As mobile radio systems do not undergo daily adjustments to their operating parameters, we consider a bi-weekly update of the operating data to be sufficient for our control purposes. Our own numerous checks using OFCOM’s mobile radio database, together with the results of the permanent monitoring of the installations by the quality assurance systems at the operators’ control centers, allow us to conclude that the installations are generally operated in compliance with the licence and that the limit values are observed.

Defects identified

As can be seen from the umbrella organization’s report, the municipal council of the city of Zurich therefore stipulated that an annual inspection had to be carried out by the responsible NIS department when the mobile network was expanded to UMTS/3G. Unfortunately, the reports of such spot checks are not public. “However, we have a report from 2010. In the 10 mobile phone antennas inspected by each of the three operators, defects were found such as transmission powers that did not match the declared ones or antenna types other than those specified in the planning application. It is doubtful that such inspections are any better nowadays, as 5G and adaptive antennas have made it even more difficult to inspect installations and detect breaches of operating regulations,” the umbrella organization complains in its statement.

40 percent of systems are set incorrectly

Because neither the Federal Office of Communications nor the cantonal environmental offices or their NIR specialist offices have independent, unannounced access to the set values of the transmission parameters set in the control centers (transmission power, remotely controllable vertical transmitter directions, power limitation, correction factors, etc.), the Office for the Environment of the Canton of Schwyz has, according to a Report of the association gigaherz.ch decided to monitor at least those system-relevant parameters that are publicly accessible. Namely the mechanically set vertical transmitter directions and the heights at which the antennas are located. The result: 40 percent of all mobile radio transmitters are apparently mechanically incorrectly adjusted. According to a press release issued by the canton of Schwyz on March 9, 2023, a total of 10 out of 25 installations inspected last year showed such deviations. In 2021, “only” seven out of 25 systems were inspected. The tendency towards inconsistencies is therefore increasing. Hans-U. Building acceptance as a farce?

Generate a harmonic oscillation field
